CaptureBrief 2.0 · Public-source example

One amendment. Five assumptions. A different plan.

A public FAA procurement notice changed which pool could submit, what had to be resubmitted, and how two manufacturers were categorized. This is what an action-first CaptureBrief handoff looks like.

What a pursuit lead would have needed to do

Before the now-expired deadline: treat Amendment 0011 as controlling for the Small Business Pool, rebuild the entire submission rather than reference prior files, and re-check the updated OEM tiers and worksheets. As of October 30, 2026, this is a closed historical example, not a recommendation to submit.

Findings ranked by decision impact

Action-changing · ContradictedAssumption 01

“We already submitted, so updated pages should be enough.”

What the public notice said

Amendment 0011 called for a complete Small Business Pool proposal package from both new and previous offerors, including applicable past-performance materials. Simply referring to a prior submission could jeopardize responsiveness.

What to do

For an equivalent open pursuit, the proposal lead would rebuild and independently check the complete required package. Do not rely on a prior submission by reference.

Action-changing · SupersededAssumption 02

“F5 and Tanium remain in the original Small Business OEM tier.”

What the public notice said

Amendment 0011 moved F5 and Tanium out of Tier 1A and into Tier 2A in the Small Business Pool. Section L.11.2.1 and supporting pricing/authorization worksheets were revised.

What to do

Recheck the offeror's pricing model, OEM coverage, and authorization relationships against the actual revised Attachments 2A and 3A. Do not reuse an older worksheet unexamined.

Action-changing · ContradictedAssumption 03

“The Small Business deadline extension also reopens Unrestricted offers.”

What the public notice said

Amendment 0011 expressly distinguished the pools: the new submission window applied to Small Business offerors only. New or revised Unrestricted Pool proposals were not permitted under the announced corrective action.

What to do

Confirm which pool an offeror belongs to before interpreting a reopened window. Do not extrapolate timing or eligibility across pools.

Verify before relying · Source-limitedAssumption 04

“Our older official attachment downloads are still the controlling files.”

What the public record suggests

Prior updates described corrected and re-uploaded documents. The later amendment also changed pricing/authorization files. A source being hosted on SAM.gov does not by itself prove its version remained controlling.

What to do

Before release, retain and compare the exact authoritative amendment files, deletion-aware attachment inventory, publisher timestamps, and hashes. If the controlling set cannot be established, mark the case HOLD.

Timing update · SupersededAssumption 05

“August 12 remains the Small Business response deadline.”

What the public notice said

Amendment 0011 established an August 28, 2026, 5:00 p.m. Eastern Time deadline for complete Small Business Pool submissions. The earlier August 12 baseline was no longer the announced deadline for that pool.

What to do

Preserve the updated timestamp and time zone in the historical decision record. The date is now past, so this example is not a live opportunity or active deadline alert.

Evidence, provenance, and what remains unresolved

  1. Government source: SAM.gov, FAA SAVES, 697DCK-25-R-00302, August 20, 2026 posting. The SAM page may require interactive browser access to view attachments.
  2. Secondary public cross-reference: GovTribe's public notice history. This supports comparison of announcement text but is not a substitute for the original FAA files.
  3. Evidence limit: This web demonstration has not retained authenticated original bytes for every historical amendment, deletion, or attachment, and has not adjudicated solicitation-specific rule applicability. Findings are a public-text walkthrough, not a cleared real-customer file.
  4. Buyer assumptions: All five quoted assumptions are hypothetical. No actual offeror, award result, buyer interview or paid customer outcome is represented.
  5. 14-day watch: Offered on an accepted real engagement after its reviewed baseline is delivered. This historical sample is not running a watch and makes no current-deadline promise.

What the paid buyer receives: An action-first, printable decision brief, the reviewed source/version/evidence trail, explicit missing-evidence list and the agreed 14-day targeted source-change watch. Exact scope and timing are confirmed before any checkout.

What changes in the actual CaptureBrief 2.0 deliverable?

The report no longer asks a busy capture manager to start by navigating an evidence maze. It starts with the next decision and shows the trace behind it. Findings remain human-reviewed and source-bound.

Decision first

Prioritized action-changing, verify-now and monitor-only findings with owner handoffs. No fictional probability-of-win percentage.

Evidence second

Inspectable retained source passages, dates, versions, hashes, applicability rationale and honest uncertainty. No invented original bytes.

Easy to hand off

A print-to-PDF brief and an evidence appendix. The 14-day source watch reopens only affected assumptions, not the entire bid decision.
